Macallum to Penang Sentral Extension Moves Forward
Malaysia Rapid Transit Corporation Sdn Bhd (MRT Corp) has awarded a RM2.69 billion contract for the Penang LRT Mutiara Line extension across the Penang Strait, bringing a direct railway connection between the island and mainland closer to construction. The planned journey between Komtar and Penang Sentral is expected to take about eight minutes.

The Civil Main Contract 2 package, known as CMC2, went to a joint venture comprising China Communications Construction Company, TRC Construction and Ufuk Semarak. It covers the design and construction of approximately 5.5 kilometres of railway from Macallum on Penang Island to Penang Sentral in Butterworth, including a bridge across the sea measuring 3.05 kilometres.
Construction of the extension is scheduled to begin in the third quarter of 2027, with completion targeted for December 2031. Passenger operations on the wider Mutiara Line are also targeted to begin that month. MRT Corp said construction of the full project had reached 16 per cent as of November 2026 and remained on schedule.
Penang Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari set out the extension's schedule in a written reply during the State Assembly sitting on November 4, responding to Kumaran Krishnan (PH-Bagan Dalam). He said MRT Corp was evaluating the tender and expected to complete that process that month.
"Construction is scheduled to begin in the third quarter of 2027, following the appointment of the main contractor for the Macallum-Penang Sentral alignment. Preliminary works will be carried out first, followed by major construction activities, including the construction of a bridge across the Penang Strait.
"The alignment is targeted for completion by December 2031, in tandem with the section linking Silicon Island to Komtar on the island," he said.
What Does the RM2.69 Billion Package Cover?
CMC2 brings responsibility for designing and building the Macallum to Penang Sentral alignment into one contract. Its scope includes the railway connection across the strait and the sections needed to connect that crossing to the island and mainland.
The bridge accounts for about 55 per cent of the extension's length, calculated from the stated 3.05 kilometres of bridge within the approximately 5.5 kilometre alignment. That makes construction over water a central part of this package.
RM2.69 billion is the value of this civil works package. The broader Mutiara Line also includes the island alignment connecting Silicon Island to Komtar, with the two parts working toward the same December 2031 completion target.
An Eight Minute Journey Between Two Transport Centres
Komtar and Penang Sentral are the endpoints of MRT Corp's estimated eight minute journey. For passengers travelling between those locations, the planned service would provide a direct rail option across the strait.
Penang Sentral is especially important because passengers can interchange there with KTM trains, ferries and buses. An interchange is a place where someone can move from one transport service to another to continue a journey. Linking the LRT to that hub would connect the island railway with services reaching destinations beyond its own stations.
A passenger arriving on the mainland by KTM, for example, would be able to change to the LRT for the journey toward the island. Someone travelling in the opposite direction could use the same connection to reach mainland rail or bus services.
The eight minute estimate applies to the journey between Komtar and Penang Sentral. Passengers planning a complete trip would also need time to reach a station, wait for a train and make any onward connection. Fares, train frequency and interchange walking times have not been specified in the announcement.
A Rail Bridge That Must Also Keep Ships Moving
The 3.05 kilometre bridge will include navigational spans for vessels entering and leaving the ports of Prai and Butterworth. These are sections of a bridge designed to leave a passage for ships beneath the railway.
Port access is a practical requirement for the crossing. The bridge must carry trains between Penang Island and Seberang Perai while accommodating vessels using the waters below. Its design therefore has to address both railway movement and shipping access.
Preliminary works are scheduled before major construction activities, including construction of the marine bridge. The announced sequence places preparation ahead of the main building phase scheduled to start between July and September 2027.
How Many Stations Will the Line Have?
The full Mutiara Line is planned to extend approximately 29.67 kilometres. The station breakdown is 20 stations and two provisional stations, giving a total of 22 when both categories are counted. MRT Corp also described the project as a line with 22 stations in its progress announcement.
Reports of Zairil's November 4 written reply described the full line's length and station breakdown in these terms: "The line will span approximately 29.67km and comprise 20 stations, in addition to two provisional stations." They also described passenger operations as expected to commence in December 2031.
For the extension across the strait, Macallum and Penang Sentral are the two main stations. Bagan Luar is designated as a provisional station, providing an option connected with possible future expansion into Seberang Perai.
Zairil identified Macallum and Penang Sentral as the two main stations in the finalised alignment and said Bagan Luar had been designated as a provisional station to facilitate possible future expansion.
A provisional station is included in planning with a different status from the main stations. For readers following the project, that distinction explains why the headline station total and the more detailed breakdown look different: 20 stations plus two provisional stations equals 22 locations.
Bagan Luar's designation gives the project room to accommodate a future transport need on the mainland. Its status remains provisional, while Macallum and Penang Sentral form the principal station connection described for CMC2.
The Schedule From Award to Passenger Service
MRT Corp's November 2026 progress figure applies to the wider Mutiara Line project. The extension has its own construction start scheduled for the following year, so work on the full railway and preparation for the crossing are at different stages.
The announced milestones place the extension and island alignment on a shared timetable:
- November 2026: Overall Mutiara Line construction stood at 16 per cent, according to MRT Corp.
- Third quarter of 2027: Construction of the Macallum to Penang Sentral alignment is scheduled to begin, following preliminary works.
- December 2031: The extension is targeted for completion alongside the island alignment connecting Silicon Island to Komtar.
- December 2031: Passenger operations on the Mutiara Line are targeted to begin.
The common completion target matters for passengers because the crossing and island railway are intended to work as a connected service. Building the bridge is one part of delivering that journey; the connecting railway must also be ready.
Why the Mainland Connection Matters
MRT Corp chief executive officer Datuk Mohd Zarif Hashim said the contract award advanced the government's commitment to improve public transport for communities on both sides of the Penang Strait. He linked the extension to Prime Minister Datuk Seri Anwar Ibrahim's vision for the project.
This extension reflects the vision of Prime Minister Datuk Seri Anwar Ibrahim, who recognised from the outset that an investment of this magnitude must benefit communities on both sides of the strait.
Mohd Zarif said the aim was to serve more people, create opportunities and support more inclusive economic development. He also said MRT Corp's responsibility included delivering the lasting benefits promised by the railway, alongside the infrastructure itself.
The mainland connection gives that ambition a concrete form. Residents and travellers using Penang Sentral would gain access to the island LRT, while people on the island would gain a rail route to the mainland transport hub. The benefit depends on a connected journey across the water, rather than an island railway operating on its own.
Managing Disruption Before the Railway Opens
MRT Corp said a comprehensive traffic management plan is being implemented with the relevant authorities to maintain traffic flow, protect the public and minimise construction disruption. That work will affect how people move around construction areas before they can use the completed railway.
The company also thanked Penang residents for their patience, understanding and continued support during construction. With the wider project already under way and the extension scheduled to enter construction in 2027, managing daily access will remain part of delivering the line.
The expected benefits are improved public transport access, stronger connections between the island and mainland, and an alternative to road travel. A direct rail service could reduce reliance on roads for some journeys, especially where passengers can connect conveniently at either end. MRT Corp has presented the project as an investment supporting Penang's economic growth as well as its transport needs.
