Vinhomes Global Gate Ha Long, the commercial development associated with the Ha Long Xanh urban complex, is being presented as a place combining homes, workplaces, tourism, entertainment, schools and healthcare near Ha Long Bay. The developer advertises a footprint exceeding 6,200 hectares, while accounts of the adjusted Ha Long Xanh investment plan put its area at just over 4,119 hectares.

The difference matters because the investment budget, housing projections and advertised attractions are being discussed under closely related project names. The relationship between those two boundaries has not been explained publicly in the project descriptions cited here.

The Heritage Pride presentation on October 25 at Wyndham Legend Halong offered prospective customers information and consultations. Behind that promotional event lies a much larger undertaking: clearing land, building infrastructure and delivering a planned urban population exceeding 244,000 people.

Construction figures attributed to Quang Ninh's statistics authority show the scale already involved. The project employed about 12,799 workers in the first quarter of 2026 and 12,155 in the second quarter. Further recruitment plans call for approximately 50,000 workers and engineers as development proceeds.

Most of the advertised attractions remain planned facilities. Initial housing handovers have been projected for late 2026 to early 2027, while some other components are expected to begin operating from 2028. For residents, workers and visitors, the practical changes will arrive in stages rather than with a single opening.

What changed in the investment plan?

Vingroup's board resolution dated October 17 raised the planned investment to VND456.639 trillion from VND232.369 trillion announced in 2020. The stated reason was to reflect actual conditions and local implementation requirements.

The increase is VND224.270 trillion, or about 96.5%. In simple terms, the planned budget has almost doubled. The corresponding land adjustment was much smaller, adding more than 9.5 hectares to the earlier footprint.

The adjusted Ha Long Xanh plan allocates approximately 933 hectares to Tuan Chau ward and 3,186 hectares to Ha An ward. Development is expected to provide more than 55,000 property products, including apartments, villas, commercial townhouses, hotel accommodation and condotels. A condotel combines features of a condominium and a hotel, usually allowing accommodation to be used for holiday stays.

Vingroup subsidiary Vincons is responsible for construction covering technical infrastructure, housing, commerce and services. The investment figure is a budget for the development programme, with spending spread across its implementation.

Financing sits within Vingroup's broader expansion commitments. In August 2025, the group faced a $31 billion liability burden, with substantial demands from its electric vehicle business. That historical position provides context for the scale of the new property commitment; the announced Ha Long investment plan does not set out a detailed financing schedule.

Several milestones, with different construction dates

Ha Long Xanh's history includes an October 2021 groundbreaking and an initial implementation period of 10 years. The later Global Gate presentation identifies December 19, 2025, as its groundbreaking date. The reason for using two commencement milestones has not been explained.

Provincial Party Secretary Vu Dai Thang, during a progress inspection ahead of the December 19 milestone, instructed local authorities and the investor to finish land procedures and physical handover. He said the province had addressed problems involving planning adjustments and supplies of earth needed for filling the site.

  • 2020: The earlier investment plan put the budget at VND232.369 trillion.
  • October 2021: Ha Long Xanh held an earlier groundbreaking, with development envisaged over 10 years.
  • October 17: A Vingroup board resolution raised the investment plan to VND456.639 trillion.
  • December 19, 2025: The Global Gate project presentation identifies this as its groundbreaking milestone.
  • First quarter of 2026: Completion of land clearance was targeted.
  • Late 2026 to early 2027: Initial handovers of some homes and basic infrastructure were projected.
  • From 2028: Some initial operating facilities are expected to open.

The October 25 Heritage Pride event notice gives the day and month without specifying a year. These milestones cover different activities, from ceremonies and land preparation to housing delivery and the opening of services.

Land clearance shapes the pace of delivery

Tuan Chau ward completed land clearance and handed its project land to the investor, according to provincial progress updates. Ha An had cleared approximately 81%, equivalent to more than 2,573 hectares. Vingroup was filling land and building technical infrastructure on areas already handed over.

A household compensation update recorded about 3,388 affected households across Tuan Chau and Ha An. Of those, 1,474 had received compensation and handed over land, while 26 households were identified as eligible for resettlement. Compensation and support files were still being completed for other households.

The household figures and the percentage of land cleared measure different things. One household may occupy a different amount of land from another, so the number of completed compensation cases cannot be directly converted into a share of the site.

Quang Ninh authorities have instructed departments and local administrations to coordinate handovers as land becomes available. They have also called on Vingroup to accelerate individual construction components and avoid leaving cleared land unused for long periods.

For affected families, the immediate issues are compensation, eligibility for replacement housing and the timing of relocation. For the developer, access to a continuous construction area determines how quickly roads, utilities and buildings can be connected.

Thousands of construction jobs, with more recruitment planned

Quang Ninh's statistics authority, in its report covering September and the first nine months of 2026, recorded approximately 12,799 project workers in the first quarter and 12,155 in the second. Construction workers, engineers and technical personnel made up the workforce.

The second quarter figure was 644 lower than the first, a decline of about 5%. Future recruitment demand was put at around 50,000 workers and engineers across subsequent stages of development. Recruitment plans and current employment therefore describe different points in the construction programme.

Monthly income was advertised at VND14 million to VND26 million for workers, VND15 million to VND22 million for drivers, and more than VND40 million for construction team leaders. Workers were also offered free meals and accommodation, with vocational training support for those without existing skills.

Average daily petrol and diesel consumption was valued at approximately VND10 billion. Alongside employment, that spending illustrates the demand for machinery, transport and supplies created by preparing such a large site.

A property presentation with a detailed programme

The Heritage Pride event was scheduled at Wyndham Legend Halong, 12 Ha Long Street, Bai Chay ward, Quang Ninh. Guest reception began at 8:30 a.m., followed by an opening performance at 9 a.m. and the formal opening at 9:10 a.m.

The programme placed the project introduction at 9:30 a.m. and detailed consultations at 10 a.m. A lucky draw was scheduled for 10:45 a.m., with a 65 inch Google QLED television, a Xiaomi air purifier and three Deerma vacuum cleaners among the prizes.

The presentation centred on the developer's vision for an integrated coastal city. Vinhomes chief executive Nguyen Thu Hang described the intended positioning with a comparison to Vietnam's capital:

new Hanoi

Hang linked that ambition to the site's scale, natural setting and proposed connections to major economic centres. The commercial proposition combines permanent housing with tourism and services, seeking customers who want daily activities and leisure facilities within the same development.

Existing expressways and a proposed railway connection

The project lies along the Hanoi, Hai Phong and Quang Ninh expressway corridor. Its northern edge meets the Ha Long to Hai Phong expressway, while the eastern and southern sides face the Hot River and Ha Long Bay. The Chanh River lies to the west.

Those connections place the development between the tourism economy around Ha Long and the industrial and port activities extending toward Hai Phong and western Quang Ninh. Road access is part of the existing setting; rail access is a future element of the developer's proposition.

Vinhomes says the project is opposite a planned depot for the Hanoi to Quang Ninh high speed railway. Promotional projections put travel time at approximately 23 minutes and describe unlimited monthly rail passes for early residents costing around VND5 million.

A railway depot is a place where trains are stored and maintained. Passenger convenience will also depend on station locations, access routes and the eventual operating timetable. No railway opening date or confirmed fare arrangement was given in the project presentation.

For households considering a home near Ha Long while retaining work or other commitments in Hanoi, those details will determine how practical the proposed rail connection becomes.

Entertainment and tourism on an unusually large scale

Vinhomes plans an 81 hectare VinWonders complex with a theme park and aquarium, a seaside outdoor stage accommodating more than 60,000 people, the 3,000 seat Wonder Theatre and an international convention and exhibition centre with more than 4,500 seats.

An 18.5 hectare Vietnamese culture and cuisine village would sit alongside hotels, resorts, Wonder Marina, Vincom Mega Mall and commercial streets. The advertised plan also includes casino facilities within hotels, an 800 hectare mangrove fishing park and 12 golf courses occupying approximately 950 hectares.

The proposed mix would give the development several ways to attract visitors: performances, conferences, shopping, golf and stays by the water. Delivering those uses requires both construction and operating services, including transport, staffing and the management of large crowds.

The developer names six functional areas: Paradise Bay, Festival Bay, Wonder Island, Green Energy Bay, Elite Green Island and Sports Excellence Island. Three smaller islands are named New Horizon, Diamond and Crystal. These names describe the intended organisation of the development as it is marketed.

What is planned for everyday residents?

Vinhomes lists Vinschool facilities, an American international school, public and private schools and the Wonder Young Hub among its education plans. Healthcare proposals include a Vinmec Cleveland Clinic International Hospital on 14 hectares.

Services for older people include the Vin New Horizon senior living centre and Golden Residence retirement villas. Sports plans feature a district covering 13.3 hectares, a professional sports academy and more than 50 kilometres of cycling paths.

The landscape programme includes more than 2,500 hectares of greenery, water and mangrove forest, with a forest park exceeding 660 hectares. Vinhomes also describes 680 hectares of naturally filtered seawater and 200 kilometres of coastline within its development concept.

Using the advertised 6,200 hectare footprint, 2,500 hectares would equal about 40% of the area. That allocation combines planted land, water and mangroves. Vinhomes also says it aims to meet ISO 37125, an international standard concerning environmental, social and governance indicators for cities.

Schools, hospital services and recreation facilities would serve needs beyond holiday travel. Their phased delivery will determine when the project can support the daily routines of a large permanent population.

A wider urban expansion in western Quang Ninh

Ha An authorities have approved a separate zoning plan for more than 4,600 hectares south of the Ha Long to Hai Phong expressway, with an anticipated population approaching 300,000. It envisages coastal urban uses, ecological tourism, themed parks and services.

The zoning plan uses a scale of 1:2,000, meaning one unit on the map represents 2,000 units on the ground. It sets out how a broad area should be organised, including technical infrastructure, community facilities, greenery and water.

Its population projection of nearly 300,000 belongs to that planning area, while the figure exceeding 244,000 is attached to the Ha Long Xanh development plan. Keeping the boundaries clear helps explain the size of the wider transformation taking place west of Ha Long.

Quang Ninh's provincial planning direction to 2030 calls for a smart, ecological urban model that draws on the value of Ha Long Bay. Global Gate's proposed housing, tourism and services fit within that direction. The most immediate measures of progress are now tangible ones: completed compensation cases, land handed over, infrastructure built and homes ready for occupation.
