Record heat sweeps across Central Asia

An exceptional heatwave is affecting Tajikistan, Kyrgyzstan, Uzbekistan, Kazakhstan and Turkmenistan, breaking temperature records and placing pressure on electricity networks, roads, workplaces and public services. The most severe conditions have been reported from mid-July, with temperatures reaching 46 degrees Celsius in Tajikistan’s Shakhristan province and forecasts pointing to 48 degrees in parts of the Khatlon region.

Dushanbe has recorded maximum temperatures near 43 degrees, with forecasts of 44 degrees. Other recent readings include 47.6 degrees in Turkmenabat, 45 degrees in Shymkent, 44.6 degrees in Syrdarya, 43.2 degrees in Bishkek, and 42.7 degrees in Samarkand and Fergana. Some locations across the region have reported temperatures above 50 degrees during the wider period of extreme heat.

The heat is affecting daily life in ways that go beyond discomfort. Tajikistan has seen repeated electricity cuts, Kyrgyzstan has introduced temporary shutdowns in some areas, Uzbekistan has suspended dangerous outdoor work during the hottest hours, and Kazakhstan has sent repair crews to roads damaged by thermal deformation.

Weather specialists have cautioned that readings should be interpreted correctly. Official air temperatures are measured in the shade. A thermometer placed in direct sunlight beside hot asphalt can show a much higher figure, although it still reflects the dangerous conditions experienced by people and infrastructure at ground level.

Why the power supply is under pressure

Electricity consumption has risen sharply as households and businesses run air conditioners, refrigerators, fans and other cooling equipment for longer periods. In Tajikistan, residents in Dushanbe and several other areas have reported unannounced outages. Complaints have come from Zarafshon, Chimteppa and parts of the capital identified as districts 33 and 102, as well as from towns and villages elsewhere in the country.

Residents have also reported overheated or damaged cables. When demand peaks across a large area, distribution networks can reach their operating limits. Equipment that is already exposed to high outdoor temperatures may become less reliable, while additional cooling demand places further stress on transformers and local lines.

Kyrgyzstan’s national electricity grid has said consumption reached record levels and that the network was operating at maximum capacity. Temporary cuts in Bishkek and the Chuy region followed emergency shutdowns involving two high-voltage power lines. The outages disrupted water and telecommunications services in some parts of the capital. Elevators stopped working and traffic lights went out, creating risks for residents and emergency responders.

The pattern reflects a wider challenge across Asia. A recent Asian Development Bank assessment found that heat, drought, floods and other climate hazards are increasingly disrupting electricity generation, transmission and distribution. Hydropower can suffer when water supplies become less predictable, while thermal power plants may lose efficiency when cooling water is scarce or unusually warm. Power lines and substations can also fail during extreme weather.

Roads, workplaces and markets face immediate disruption

In Kazakhstan, high temperatures have damaged concrete roads in the Zhambyl, Pavlodar and Turkestan regions. Authorities identified six areas of thermal deformation, a process in which road materials expand and lose their shape under intense heat. Maintenance teams equipped for specialized repairs have been dispatched to restore affected sections.

Heat also creates serious risks for people working outdoors. Uzbekistan’s State Labour Inspectorate has ordered local governments to protect public works employees during the hottest hours. Work considered dangerous to life or health must be suspended between 10 a.m. and 5 p.m. Employers are expected to provide flexible schedules, drinking water, protective equipment and shaded areas for rest.

Workers who have not completed required medical examinations, or who have been judged medically unfit, cannot be assigned to such duties. These rules are especially relevant to construction, road maintenance, agriculture and other jobs that require prolonged exposure to direct sunlight and physical exertion.

Tajikistan’s labour protections also allow employees to stop work when they identify a danger that cannot be removed. Nawruz Odinaev, head of the Khimoya law firm, said workers who exercise that right should retain their average wage until the danger has been eliminated.

If an employee discovers a danger to their life and health and is unable to eliminate it, they have the right to stop work. The employee’s average wage is maintained until the hazard has been eliminated.

Authorities and businesses are taking smaller measures in crowded areas as well. Fresh water dispensers have been installed at Korvon market and other open-air commercial sites, giving traders and visitors access to drinking water during long periods of exposure.

Heat-related illness is a growing public health concern

Extreme heat can cause dehydration, heat exhaustion and heatstroke. It can also worsen cardiovascular, respiratory and kidney conditions. The risk is highest for older people, people with chronic illnesses, pregnant women, outdoor workers, people living in poorly ventilated housing and those who cannot afford reliable cooling.

Evidence from Kazakhstan shows how heat can affect health systems before a crisis is formally declared. The country’s Ministry of Health reported a 26 percent increase in emergency-treated cases of arterial hypertension in June compared with the same month in 2025. Kazakhstan is developing climate-resilient health services, although health specialists have called for a national Heat-Health Action Plan based on World Health Organization guidance.

Children are especially vulnerable. UNICEF reports that more than 92 million children across Europe and Central Asia are already exposed to frequent heatwaves. In Central Asia, the frequency, duration and severity of heatwaves have each risen by about 30 percent over the past 60 years. Infants have limited ability to regulate body temperature, while older children face risks from outdoor play, sports and dehydration.

Heat can harm children before birth as well. High temperatures during pregnancy have been linked with increased risks of premature birth, low birth weight and other complications. Schools, kindergartens and clinics need shaded spaces, clean water, ventilation and trained staff who can recognize early signs of heat stress.

Simple protective measures can reduce danger. People should drink water regularly, avoid strenuous activity during the hottest hours, wear light clothing and seek shade or cooler indoor spaces. Children and infants should never be left in parked vehicles. Caregivers should also avoid covering strollers with heavy cloth, since this can restrict airflow and trap heat.

Climate change is making the region more exposed

Central Asia has always experienced hot summers, particularly in lowland areas. Jamila Baidullaeva, head of Tajikistan’s Hydrometeorological Centre, has said that temperatures near 40 degrees in July can be normal in those locations. Conditions become abnormal when such heat persists for four or five consecutive days.

The current pattern fits a longer warming trend. A rapid attribution analysis by World Weather Attribution found that a separate Central Asian heatwave earlier in the year was made at least 4 degrees hotter by human-caused climate change, with the researchers warning that the estimate may be conservative. The study examined Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan and Kyrgyzstan.

Ben Clarke, a study author and researcher at Imperial College London, said the scale of the climate contribution was far above what attribution studies commonly find.

Our heatwave studies often detect changes of 2 to 4 degrees, so 10 degrees is quite frankly bonkers.

The researchers said events that were once rare can now occur roughly once every three years in a warming climate. Burning coal, oil and gas increases the concentration of heat-trapping gases in the atmosphere, raising the baseline from which heatwaves develop. That means a naturally occurring hot spell can become more intense and last longer.

The World Meteorological Organization has reported that Asia warmed at almost twice the rate seen during the earlier part of the modern climate record. Its assessment of 2025 found prolonged heatwaves across Central Asia, with Kazakhstan recording temperatures as much as 14 degrees above normal in March, April, June and July.

Water, glaciers and agriculture face longer-term risks

The immediate strain on power grids and roads is only one part of the problem. Central Asia depends heavily on mountain snow and glaciers for river flows, irrigation and hydropower. The Tien Shan and Pamir ranges feed water systems that support farms, cities and industry across national borders.

The WMO reported that all 23 monitored glaciers in High Mountain Asia lost mass during the 2025 glaciological year. In the Tien Shan and Pamir mountains, below-average winter snow and persistent warmth from May to September drove substantial ice loss. Glaciers can supply more water for a time as they melt faster, yet continued loss reduces the long-term reserve available during dry seasons.

Heat and drought can also damage crops, reduce livestock productivity and increase demand for irrigation. Agricultural workers may have to work shorter shifts, while households face rising costs for cooling and water. The effects can spread through food prices and household incomes, especially where social protection is limited or work is informal.

Climate hazards are also becoming more connected. A hot, dry period can increase wildfire and dust risks, while heavy rain after prolonged heat can produce flash floods and soil erosion. Across Asia, the WMO has recorded a mix of extreme heat, drought, glacier loss and intense rainfall. The combination places added pressure on emergency services and local governments.

What governments can do before the next heatwave

Authorities can reduce harm by treating heat as a public safety emergency rather than a purely meteorological event. Heat alerts should explain expected effects on health, electricity, water and transport, rather than providing temperature figures alone. Messages need to reach outdoor workers, schools, older residents and people living in remote communities.

Public health agencies can establish heat action plans with clear responsibilities for hospitals, municipalities, employers and social services. These plans may include checks on vulnerable residents, extended clinic hours, cooling centres, water distribution and temporary changes to school or work schedules.

Energy planning also needs to account for hotter conditions. Stronger transmission equipment, better insulated buildings, local solar generation, battery storage and demand management can reduce the risk of widespread outages. The Asian Development Bank has warned that new power projects should be designed for future climate conditions rather than relying only on historical weather records.

Urban design can help lower exposure. Trees, shaded public spaces, reflective roofs, improved ventilation and access to clean water can reduce temperatures in dense neighbourhoods. Hospitals, schools and neonatal units need reliable backup power and cooling systems, since an outage during extreme heat can quickly become a medical emergency.

Regional cooperation matters because rivers, mountain ranges, electricity networks and weather systems cross borders. Shared forecasts, coordinated water management and common standards for heat warnings can help countries respond faster. Early warnings work best when people trust the message and have the resources to act on it.
