Hong Kong Sets December 21 MPF Portability Launch for About 1 Million Workers

More Control Over Employer Contributions

About 1 million employees in Hong Kong are set to gain the right to move retirement savings built from their current employer's mandatory contributions to an MPF scheme of their choice from December 21, 2026. The first phase of Mandatory Provident Fund full portability will cover workers who entered employment or changed jobs on or after May 1, 2025.

Mandatory Provident Fund Schemes Authority chairman Ayesha Macpherson Lau announced the launch date in a blog, saying the government had published it in the Gazette. The authority's full portability guide also lists December 21, 2026, although it retains a qualification that the exact date depends on the Legislative Council completing scrutiny of the relevant legal notices.

Eligible employees will be able to transfer the entire balance derived from their current employer's mandatory contributions once each calendar year. The money will move from the contribution account in the employer's chosen MPF scheme to a personal account in a scheme selected by the employee.

For workers, the practical change is greater choice over who manages more of their retirement savings. Employees already have an annual option to transfer savings derived from their own mandatory contributions during their current employment. The reform extends that choice to the employer contribution portion for eligible workers.

Employers will continue making contributions under the existing arrangements. The new right concerns moving accumulated retirement savings between MPF accounts, while the employer continues paying into its participating scheme. Employees can therefore choose a different destination for accumulated savings without changing the scheme their employer uses for regular contributions.

Who Qualifies for the First Phase?

May 1, 2025, is the dividing date. The first phase covers employees who joined the workforce on or after that date, as well as people who changed jobs on or after it. Lau said about 1 million employees would initially fall within this group.

A worker who began their first job in June 2025 would meet that employment timing requirement. Someone who had worked for many years but moved to a new employer in June 2025 would also fall within the group described by the authority. The relevant question is when the current employment began, rather than how many years someone has worked in total.

Employees who began their current job before May 1, 2025, will come under the second phase. Their arrangements require further legislative work because some employer contributions may still be used in calculating payments due when employment ends.

Lau expects the number covered by the first phase to grow as graduates enter employment and other workers change jobs. Coverage will therefore expand beyond the initial group as more people meet the employment date requirement.

How the Annual Transfer Will Work

Eligible employees will be able to transfer the full amount of MPF benefits derived from mandatory employer contributions for their current employment once per calendar year. In this context, benefits means the accumulated retirement savings generated by those contributions.

The destination is a personal account in the employee's chosen MPF scheme. That differs from the contribution account used by the employer to make regular payments. The arrangement gives employees a choice of where to hold the accumulated employer contribution balance, alongside the existing choice over their own contribution balance.

Lau said employees could initiate a transfer for the 2026 calendar year between December 21 and December 31. The option for the 2027 calendar year would become available from January 1, 2027. Those dates refer to the annual transfer opportunity, rather than a promise that a transfer will be completed within that short period.

The calendar creates an initial window of just 11 days in 2026, followed immediately by a new annual allowance. A worker who waits until January would be using the 2027 opportunity. Lau nevertheless urged members to make decisions around their retirement investment needs rather than transfer simply because an annual opportunity is available.

Why May 2025 Matters

Hong Kong abolished the MPF offsetting arrangement from May 1, 2025. Offsetting allowed employers to use relevant retirement savings built from their contributions to meet severance or long service payment obligations. Severance payments concern qualifying job losses, while long service payments apply in certain circumstances after a qualifying period of employment.

The change made it possible to extend employees' transfer rights, but employment periods before May 1, 2025, still require special treatment. For employees who remain in a job they started before that date, employer mandatory contribution benefits may continue to be used to offset the portion of severance or long service payments attributable to the earlier employment period.

That continuing link explains the two phases. Moving employer contribution savings for an employee who started the current job after the dividing date is more straightforward. Moving savings for someone whose current employment spans that date requires arrangements that also preserve the operation of the relevant payment rules under the Employment Ordinance.

Employees in the second group therefore need a different account structure and supporting legislation. The authority has not announced a launch date for the second phase.

A Special Account Proposed for Other Workers

The MPFA set out a possible solution for employees with older employment relationships in its March 2025 consultation. It proposed a new account called a designated Employer Mandatory Contributions Account, or designated ERMC Account.

Under that proposal, an employee who began the current employment before May 1, 2025, could transfer the entire employer mandatory contribution balance for that employment once a year into the designated account in a scheme of their choice.

The account would give employees a choice of MPF scheme while retaining the arrangements needed for any offsetting connected with employment before May 2025. It was presented as a way to combine greater employee control with the continuing requirements of the Employment Ordinance.

The authority said the proposals for the two employee groups involved different amounts of legislative amendment and system support work. The arrangements for employees already in their jobs before the dividing date could take longer to prepare. The current rollout follows that phased approach, with further legislation needed to extend coverage to the remaining workers.

What the Existing Transfer System Shows

Hong Kong introduced the Employee Choice Arrangement, commonly called semi-portability, in November 2012. It allows employees to transfer the entire balance derived from their own mandatory contributions during current employment to a personal account in a chosen scheme once each calendar year.

Employer contributions stayed in the employer's scheme because of their connection with severance and long service payment offsetting. Full portability expands the choice that employees have exercised over their own contribution savings since 2012.

By September 2026, transfers under semi-portability had exceeded 1.1 million transactions, involving about HK$59 billion, according to figures cited by Lau. The transaction count covers transfers made since the arrangement began, including repeated use over the years.

Employees transferred an average of HK$4.5 billion annually through semi-portability during 2021 to 2025, compared with HK$4.2 billion during 2016 to 2020. The HK$300 million increase amounts to about 7%, showing that the value moved each year had grown before the employer contribution reform.

The new phase broadens the pool of savings that eligible employees can move. Its initial coverage of about 1 million workers describes the people eligible for the new right, while the 1.1 million figure describes transactions accumulated under the older system.

Greater Choice and Pressure on Fees

The MPFA's stated aim is to give employees more control over their retirement investments and encourage competition among MPF providers. If more savings can move between schemes, providers have a stronger reason to compete for employees' decisions through fees, investment performance and service.

MPFA managing director Cheng Yan-chee described the intended scale of the complete reform when the consultation opened in March 2025:

The implementation of MPF full portability marks another milestone in the development of the MPF System. Once the proposed full portability is implemented, the proportion of vested MPF benefits that scheme members can freely transfer will increase from currently over 70% to nearly 100%.

Vested benefits are retirement savings to which a member has an entitlement. Cheng's comparison describes the expected reach of the proposed full reform, including the arrangements needed for both employee groups.

The authority also points to the eMPF Platform as support for transfers. Launched in June 2024, the platform provides a common administrative system for MPF arrangements. The MPFA says the convenience of the fully operating platform, combined with wider transfer rights, can encourage members to manage their investments more actively and create room for fee reductions.

From Consultation to the December Window

The reform developed through a policy announcement, public consultation and preparations for legislation and administration. The main dates explain why the December opening applies to one group first:

  • November 2012: The Employee Choice Arrangement began, allowing annual transfers of savings derived from employees' mandatory contributions during current employment.
  • June 2024: The eMPF Platform launched.
  • 2024 Policy Address: The chief executive announced the implementation of MPF full portability and tasked the MPFA with developing proposals.
  • March 28 to April 28, 2025: The MPFA conducted a public consultation on the proposed transfer arrangements.
  • May 1, 2025: The abolition of MPF offsetting took effect, establishing the key employment date used for the phased reform.
  • December 21 to 31, 2026: Eligible employees are scheduled to be able to initiate transfers using their 2026 calendar year opportunity.
  • January 1, 2027: The transfer opportunity for the next calendar year becomes available.

Lau cautioned that MPF is an investment for retirement and warned against frequent transfers or moving funds merely for the sake of making a transfer. The practical decision for an eligible employee is whether a different scheme better suits their needs, taking account of its fees, investment choices and service.

For employers, the contribution process remains unchanged. For eligible employees, the December opening creates a new choice over accumulated employer contributions. For employees who remain in jobs begun before May 2025, the next step is the legislation and operational preparation needed for the second phase.

Key Points

  • The first phase is scheduled for December 21, 2026, covering about 1 million employees who started work or changed jobs on or after May 1, 2025.
