Indonesia Plans Rp883.4 Billion in Christmas and New Year Travel Discounts

Cheaper journeys from December 17 to January 10

Indonesia is preparing Rp883.4 billion in transport incentives for the Christmas 2026 and New Year 2027 holidays, combining cheaper train and ship tickets with aviation tax relief and ferry port fee waivers. The broad travel window runs from December 17, 2026, to January 10, 2027, although each form of transport has its own dates and conditions.

Domestic economy flights account for Rp722 billion, about 82% of the package. Rail receives Rp95.4 billion, passenger ships Rp38.3 billion and ferry crossings Rp27.7 billion. Those four allocations add up to the announced total.

Coordinating Minister for Economic Affairs Airlangga Hartarto put the expected reach at 16.6 million passengers. The individual transport targets, however, add up to about 6.58 million, close to a separate published total of 6.6 million. The government has not explained how the larger figure connects to the targets for each mode.

For passengers, the practical question is which part of a ticket becomes cheaper. Trains receive a 30% fare discount. Pelni passenger ships receive 30% off the basic fare. Ferry passengers receive a waiver of port service charges, while airline passengers benefit from government payment of value added tax and reductions in airport charges.

A family planning a holiday therefore needs to check both the booking date and the departure date. A ticket bought during a promotion qualifies only if the journey also meets the programme's conditions.

Booking dates and travel dates are different

Ship ticket sales begin first, followed by airline tickets and then rail and ferry bookings. The schedule also allows ship passengers to begin discounted journeys five days before the other transport programmes start.

  • June 5, 2026: The joint ministerial decision cited for the Pelni programme was dated this day.
  • October 18 or 19, 2026: Pelni's implementation details give October 18 as the opening of discounted sales; the government presentation gives October 19.
  • October 20, 2026: Bookings open for eligible domestic economy flight incentives.
  • November 7, 2026: Discounted train and ferry bookings begin.
  • December 17, 2026: Discounted Pelni departures begin.
  • December 22, 2026: Eligible train journeys, flights and ferry port fee waivers begin.
  • January 4, 2027: The discounted rail travel period ends.
  • January 10, 2027: The ship, flight and ferry incentive periods end.

Pelni passengers should pay particular attention to availability because the ship programme has a national quota. The operator says tickets return to normal prices once that quota has been used, even if the discounted departure period has not ended.

Flights receive most of the funding

Domestic economy air travel receives the largest allocation, with Rp722 billion intended to support around 3.75 million passengers travelling from December 22, 2026, to January 10, 2027. Eligible tickets can be booked from October 20.

The government will cover 100% of the value added tax, known in Indonesia as PPN, on qualifying tickets. This means the government pays the applicable tax component rather than leaving it for the passenger to pay.

Airport charges will also be reduced by 50%. The measures cover passenger airport service charges and charges for aircraft landing, placement and storage. Some of these charges relate to services used by airlines, rather than a fee paid separately by passengers.

The amount a traveller saves will depend on the ticket's price components and how the reductions appear in the final fare. Paying all of the tax is different from paying all of the ticket price: the underlying airfare and other applicable charges still matter.

Airlangga said the Christmas and New Year incentives would follow the model used during Ramadan and Eid al-Fitr. Economy airfares during that earlier holiday period were reduced by around 17% to 18%. Passengers will need to check the final price shown for their chosen flight under the new programme.

Rail passengers get 30% off eligible journeys

Train tickets receive a 30% discount for eligible journeys from December 22, 2026, through January 4, 2027. Bookings open on November 7, with Rp95.4 billion allocated and a target of approximately one million passengers.

The rail window is shorter than the flight and ship windows. A passenger returning on January 8, for example, would be travelling after the rail discount ends, even though the flight, ship and ferry programmes continue until January 10.

The named rail operator is PT Kereta Api Indonesia, or KAI. The programme applies to designated journeys under the applicable conditions. A complete list of eligible services and train classes has not been announced in the information released about the package.

For families comparing transport options, the return journey deserves the same attention as the outward trip. A discounted departure before Christmas and a return after January 4 could produce a different total saving from two journeys within the rail promotion period.

Pelni discounts cover the basic fare

Pelni's passenger ship programme offers 30% off the basic fare for economy tickets across its passenger routes, covering departures from December 17, 2026, to January 10, 2027. The national quota is 414,630 passengers, supported by Rp38.3 billion.

Insurance and port entry passes remain payable. The final bill therefore combines the reduced basic fare with those charges. Passengers comparing prices should look at the amount due at checkout rather than applying 30% to every item on an earlier ticket.

Roni Abdullah, head of Pelni's Surabaya branch, urged passengers to plan their journeys and buy through official sales channels as early as possible. He also advised checking the departure period, ticket class and remaining quota before purchasing.

The programme cites a joint decision by the transportation minister, finance minister and head of the state enterprise regulatory body: Numbers PJ-MHB 7 of 2026, 145 of 2026 and 298 of 2026, dated June 5. Its implementation also follows an October 18 letter from the acting director general of sea transportation.

Pelni says discounted tickets are available through all its official sales channels. Once the allocation is exhausted, subsequent purchases are charged at normal fares. For island residents relying on passenger ships, securing a discounted seat therefore depends on both the sailing schedule and the remaining allocation.

Ferry relief removes port service charges

Ferry passengers receive a 100% waiver of the port service charge for qualifying crossings from December 22, 2026, to January 10, 2027. Discounted bookings begin on November 7.

The government has allocated Rp27.7 billion for the programme, targeting around 1.42 million passengers. The measures involve crossings served by state ferry operator PT ASDP Indonesia Ferry.

The waiver removes a specific component of the crossing bill. Travellers still need to pay the other applicable transport charges, so the final saving depends on how much of their ticket consists of port services.

That detail matters when comparing the ferry programme with rail and ship discounts. The rail reduction applies to eligible fares, the Pelni reduction applies to the basic fare, and the ferry measure removes the port service component. Each percentage has a different starting point.

How the spending figures fit together

Transportation Minister Dudy Purwagandhi described a broader Rp1.54 trillion transport discount programme for the second half of 2026, covering both school holidays and the Christmas and New Year period.

For the year end, Dudy gave Rp161.4 billion as the combined allocation for rail and sea transport discounts and port fee waivers. That figure matches the detailed allocations of Rp95.4 billion for rail, Rp38.3 billion for ships and Rp27.7 billion for ferries.

Government Communications Agency head Muhammad Qodari separately gave Rp61.4 billion for the year end land and sea measures, Rp100 billion below Dudy's figure, while also announcing Rp722 billion for flight tax incentives. The detailed breakdown supports Rp161.4 billion for the three nonaviation programmes.

The school holiday package provides another way to understand the broader budget. It allocates Rp190.5 billion for rail and ship discounts and ferry port fee waivers, plus Rp472.7 billion for domestic economy flight tax relief. Together, those amounts total Rp663.2 billion.

Adding Rp663.2 billion for the school holidays to Rp883.4 billion for the year end gives Rp1.5466 trillion, close to the announced Rp1.54 trillion for the wider programme. The flight allocation rises from Rp472.7 billion during the school holidays to Rp722 billion at the year end, an increase of Rp249.3 billion, or about 53%.

Transport relief sits beside household assistance

Airlangga placed the holiday measures alongside a wider economic stimulus package of about Rp31 trillion for the final quarter of 2026. The household programmes include bank accounts, rice assistance and wage subsidies.

The bank account programme has a Rp1.28 trillion allocation and provides Rp50,000 with each new account. It is aimed at eligible citizens aged 17 and above, with the policy discussion focusing on people in the lowest four income groups.

Rice assistance is planned for 33.24 million beneficiary families, with 10 kilograms per month for three months. The government intends to distribute the October to December entitlement together, supported by about Rp17.54 trillion.

The wage subsidy provides Rp300,000 per month for three months to 13.3 million workers earning Rp3.5 million or less per month. That amounts to Rp900,000 per eligible worker, with payment planned together around November or December and a budget of Rp11.97 trillion.

Airlangga said some transport incentives would be borne by state enterprises. Funding for holiday travel therefore includes commitments from transport businesses as well as government allocations, while the household assistance programmes have their own spending lines.

What the package changes for travellers

Qodari, the head of the Government Communications Agency, described the economic purpose of the broader measures at a press conference in Jakarta:

Entering the second half of 2026, the government is preparing a stimulus package aimed at driving economic activity,

For households, the immediate benefit is a lower qualifying travel bill during the holiday season. For destinations and transport operators, the government's stated aim is to encourage domestic movement, tourism and spending while protecting purchasing power.

Passengers choosing between modes face several practical tradeoffs. Ships have the earliest discounted departure date, trains finish their promotion first, and airline relief is concentrated on taxes and airport charges. Ferry savings depend on the port fee component.

The ship quota also creates a firm limit on discounted availability. A traveller with fixed dates should check eligible departures and the final payable amount through the operator's official channels before making other holiday commitments.
