Sembawang to Offer 1,310 BTO Flats With Wait Below Three Years in November 2026

More homes with a shorter wait

Singapore's Housing and Development Board (HDB) will offer 1,310 flats at Sembawang Anchor with a waiting time of two years and 10 months in its November 2026 Build-To-Order (BTO) sales exercise. The launch will bring the year's supply of flats with waiting times below three years to 4,661, exceeding HDB's target of more than 4,000.

HDB announced the plans on November 1. Sembawang Anchor, in the new Sembawang North housing area between Admiralty Lane and Sembawang Drive, will offer 2-room Flexi, 3-room, 4-room and 5-room flats across six residential blocks.

Buyers willing to wait four months longer will have another 1,565 flats to consider at Bayshore Oasis in Bedok and Plantation Dew in Tengah. Both projects have waiting times of three years and two months. Together with Sembawang Anchor, the three developments will provide 2,875 flats, about 36 per cent of the approximately 7,960 homes planned for November.

The exercise will also introduce higher income ceilings of S$16,000 for families and S$8,000 for singles. At Plantation Dew, buyers of 5-room flats will, for the first time, be able to choose a white flat layout, with no internal partition walls between living and bedroom spaces.

What counts as a shorter waiting time?

HDB uses the shorter waiting time (SWT) category for flats with waits of less than three years. Sembawang Anchor qualifies at 34 months. Bayshore Oasis and Plantation Dew, each at 38 months, offer waits close to three years but sit outside that category.

The figures therefore describe two different groups: 1,310 November flats with waits below three years, and 2,875 November flats with waits of around three years or less. For a household choosing between these projects, Sembawang Anchor offers the earliest stated completion timetable.

HDB said almost one in four BTO flats launched in 2026 will be SWT flats. The board described the programme as part of its continuing effort to provide a steady supply of homes with shorter waits to meet Singaporeans' housing needs.

How the supply target adds up

The 4,661 SWT flats planned for 2026 follow 4,690 launched in 2025. Together, they total 9,351, putting HDB about 78 per cent of the way towards its target of launching 12,000 such flats between 2025 and 2027.

That leaves 2,649 flats to reach the target in 2027. The calculation shows how much supply is still needed after November, while HDB says it is on track to meet its commitment.

The main milestones stretch beyond this sales exercise:

  • 2025: HDB launched 4,690 flats with waiting times below three years.
  • November 1, 2026: HDB announced Sembawang Anchor and details of the shorter waits at three November projects.
  • November 2026: The final BTO exercise of the year is planned to offer approximately 7,960 flats across seven projects.
  • By the end of 2027: HDB aims to have launched 12,000 SWT flats over three years.
  • 2028 to 2029: The Jurong Region Line serving Tengah is scheduled to open in stages.

What Sembawang Anchor will offer

Sembawang Anchor will be the largest of the three projects with stated waiting times of around three years or less. Its 1,310 flats account for about 46 per cent of their combined supply. One of its six blocks will bring flats for sale and rental flats into the same building.

The development will include a preschool, an eating house, a supermarket and shops. A new neighbourhood centre and an adjacent park covering one hectare are also planned nearby. These facilities would put childcare, food and everyday shopping close to residents' homes.

Sembawang Mart and Sun Plaza provide other nearby shopping options. Bukit Canberra, the integrated sports and community hub, adds a hawker centre, polyclinic, indoor sports hall, ActiveSG gym and swimming pool.

The combination gives buyers more to compare than waiting time alone. Sembawang Anchor offers both 3-room and 5-room flats, alongside 2-room Flexi and 4-room units, allowing households seeking different amounts of space to consider the same development.

Bayshore brings a coastal option

Bayshore Oasis will offer 855 flats between Bayshore Drive and Bayshore Walk in the new Bayshore estate in Bedok. Its four residential blocks will contain 2-room Flexi and 4-room flats, with one integrated block including both flats for sale and rental homes.

A preschool, minimart and shops are planned within the project. Residents will also have dining and retail options along Bayshore Drive, while a proposed park next to the development will add neighbourhood green space.

Walking and cycling paths will connect residents with East Coast Park. Public transport access will include bus services and the Thomson-East Coast Line, through Bayshore MRT station and the upcoming Bedok South MRT station.

Another project adjacent to Bayshore Oasis is planned to offer 1,640 flats, comprising 2-room Flexi, 3-room and 4-room units. Together, the two Bayshore developments would supply 2,495 homes, about 31 per cent of November's approximate total. That gives buyers a substantial choice in the estate, although the two projects have different mixes of flat types.

Plantation Dew returns a launch to the neighbourhood

Plantation Dew will offer 710 flats in Tengah's Plantation District, bounded by Tengah Garden Avenue, Plantation Walk and an upcoming park. It will be the first BTO project in its neighbourhood since October 2023.

The five residential blocks will include flats for sale and rental flats. Buyers will have the widest range of flat types among the three highlighted projects: 2-room Flexi, 3-room, 4-room, 5-room and 3Gen flats. The 3Gen format provides an option for a family comprising several generations living together.

An eating house, minimart, shops and a preschool are planned within the development. The neighbouring park will provide outdoor space, while the site is also near the Pan Island Expressway.

Plantation Dew will be within walking distance of the upcoming JE2 station on the Jurong Region Line. The project is described as being within a walk of five to 10 minutes from two future stations on the line, which is scheduled to open in stages between 2028 and 2029. Buyers assessing daily journeys will therefore be considering transport infrastructure that is still being developed.

White flats extend to larger homes

Plantation Dew will become the third BTO project to offer white flats, following Crawford Heights and Mount Pleasant Crest. It will also be the first to extend the option to 5-room flats, alongside 3-room and 4-room units.

A white flat has an open layout without the usual internal partition walls separating living and bedroom spaces. Buyers can decide how to divide those areas according to their household's needs, rather than starting with the standard room arrangement.

HDB, the public housing agency, explained how residents could use that flexibility:

"Depending on their needs and preferences, buyers can create larger bedrooms, more spacious living and dining areas, or dedicated spaces for working from home and hobbies," HDB said.

Buyers can choose the white flat option when they are invited to book a flat. Those who do not select it will receive the standard layout with walls. The choice gives households a practical decision between an established room arrangement and greater freedom to plan their space.

What changes for applicants in November?

The higher income ceilings taking effect in the November exercise will allow families with incomes up to S$16,000 and singles with incomes up to S$8,000 to fall within the new limits. An income ceiling is the maximum income permitted under the relevant eligibility rules; applicants must also meet the other conditions for the flat they seek.

Seven projects are planned for the exercise. Alongside Sembawang Anchor, Bayshore Oasis and Plantation Dew, four others will be in Bedok, Geylang, Toa Payoh and Yishun. The additional Bayshore development forms part of the wider Bedok supply.

As of November 1, HDB had not announced the sales opening date. The name of the adjacent Bayshore project was also undisclosed, and HDB said fuller details of all seven developments, including their classification categories, would be released when the exercise begins.

How the three projects compare

Sembawang Anchor offers the shortest stated wait, at two years and 10 months, and a mix that includes both 3-room and 5-room flats. Its planned supermarket, neighbourhood centre and nearby Bukit Canberra give buyers a combination of daily services, healthcare and recreation to weigh.

Bayshore Oasis offers a different setting, with access to the Thomson-East Coast Line and walking and cycling connections to East Coast Park. Its sales mix is narrower, covering 2-room Flexi and 4-room flats, with a waiting time of three years and two months.

Plantation Dew matches that waiting time while offering 3Gen flats and the new 5-room white flat option. Its future rail connections and flexible layouts make transport plans and interior design choices part of the comparison.

For buyers, November's choice is therefore about more than getting keys sooner. Flat size, proximity to family, everyday travel and the preferred room layout will help determine which project best fits a household. The opening of the exercise will bring the remaining project details needed to make that comparison.
