October 26 to November 2 reporting window puts admission steps in focus
Candidates allotted NBEMS seats in the first round of NEET PG 2026 counselling must complete the applicable reporting and joining requirements between October 26 and November 2, 2026. The Medical Counselling Committee (MCC) released the final Round 1 allotment list on October 24, the same date as the National Board of Examinations in Medical Sciences (NBEMS) advisory on joining.

The instructions make the choice between Freeze and Float central to what happens next. Candidates who freeze their seat and join must pay the first year annual course fee directly to their allotted NBEMS accredited hospital. Candidates choosing Float while seeking an upgrade must pay only at the institution where they ultimately join after freezing their seat.
Hospitals also have a deadline to meet. They must record the reporting and joining status of each candidate on the Intra-MCC portal within the period prescribed by MCC. If the hospital misses that update, the seat can be treated as vacant and offered again in the next counselling round.
For candidates, admission therefore involves several connected steps: checking the allotment, choosing the appropriate option, meeting document and eligibility requirements, and confirming that the hospital has recorded their status. Receiving an allotment letter is the beginning of this process; admission also requires the institution to complete its checks.
Freeze and Float lead to different obligations
Freeze means a candidate chooses to retain the allotted seat. Float allows a candidate to seek a preferred seat in a later round, subject to MCC rules. The 2026 process allows candidates to make these choices online. Previously, candidates had to visit the allotted institution to complete the willingness process for an upgrade.
Float candidates can upload documents for online verification under MCC requirements. Candidates accepting and retaining a seat must report to the institution for admission. Each candidate should check the college, course and category on the allotment letter before proceeding, because those details determine where to report and which eligibility documents the institution must examine.
NBEMS has instructed hospitals not to collect the first year annual course fee from candidates who have selected Float. A candidate awaiting an upgrade should therefore check that the institution has recorded the chosen option correctly before completing any fee transaction.
The fee arrangement also changes who receives the payment. Under the 2026 instructions, the first year fee will not be collected in NBEMS accounts during counselling. A candidate who freezes and joins pays the allotted accredited hospital. The instructions described here do not give a fee amount, so candidates need to confirm the applicable amount through the admission requirements for their seat.
The 2024 notice explains why older payment advice differs
NBEMS issued a different set of joining instructions for the 2024 admission session. Its 2024 joining notice, dated November 19, 2024, required candidates to complete formalities through the Online Portal for Joining and Registration (OPJR) before reporting to their training institution.
That notice required payment of the first year annual course fee to NBEMS through OPJR within the MCC reporting window. It encouraged payment by debit card, credit card or net banking and said NEFT transfers usually took two to three working days to reconcile. Hospitals had to verify the payment receipt before allowing a candidate to join.
The 2026 instructions describe a different sequence: OPJR will remain inactive until MCC completes all counselling rounds, and NBEMS will issue a separate notice announcing its activation. Candidates following the 2026 process therefore need to use the current instructions on hospital payment and portal availability.
The distinction also matters for refunds. In 2024, eligible refunds were to begin after all counselling rounds and were expected to be completed within six months. Fees could be forfeited if a candidate failed to join or resigned and the seat could not return to a later round. Those provisions belonged to the 2024 admission session; candidates seeking a refund in 2026 need the applicable current terms.
Hospitals must verify originals and record joining
NBEMS accredited hospitals must verify original documents and confirm that a candidate meets the eligibility requirements before allowing entry into training. Academic qualifications, identity and the documents required for the allotted seat all form part of that assessment.
Candidates should download their allotment letter, confirm the reporting location and obtain the institution's document requirements before travelling. The MCC information bulletin and the hospital's instructions should guide the checklist. A candidate with a missing original or inconsistent details may have difficulty completing admission within the reporting window.
The hospital must then update reporting and joining information on Intra-MCC, the portal used by institutions to record admission status. Candidates should ask the hospital to confirm that the relevant entry has been completed before the deadline.
This is a practical safeguard because the portal entry determines whether the seat remains recorded as occupied. NBEMS has warned that a failure by the hospital to update the status can send the seat into the next round for fresh allotment, even after the candidate has reported.
Category certificates carry checks and institutional penalties
Candidates admitted against reserved seats must hold valid certificates that meet the NEET PG 2026 information bulletin requirements. Hospitals must check certificates for Scheduled Castes, Scheduled Tribes, Other Backward Classes in the non-creamy layer, and the Economically Weaker Section.
Applicants should examine the validity and details of their certificate before reporting and carry the required original. The institution must establish that the certificate meets the conditions for the category under which the seat was allotted.
NBEMS has also warned that institutions approving or forwarding false, fabricated or deficient documents may face action, including a penalty of Rs 1 lakh per candidate, wherever applicable. The warning places responsibility on hospitals to examine the documents they accept and forward.
For candidates, checking documents early leaves more time to address an error with the issuing authority. A certificate problem discovered at the reporting desk can become difficult to resolve before the counselling deadline.
An upgrade changes where training begins
Candidates joining without seeking an upgrade must begin training within the reporting and joining period for the relevant round. Those who secure an upgraded seat in a later round will have their training period counted from the date of reporting or joining at the upgraded institution.
A candidate who receives no upgrade must report to and join the previously allotted institution within the applicable schedule. Selecting Float therefore requires continued attention to the next result and the joining instructions that follow it.
NBEMS training dates are tied to joining. The board's 2024 notice also set out this principle and required NBEMS approval for any extension to the joining date. For 2026, the instructions state that regular reporting and joining deadlines cannot be extended, while providing a specific request procedure for certain employed candidates.
Candidates should also review any service bond attached to a seat. A service bond can require a doctor to work for a specified employer or authority after training, with financial consequences defined by its terms. NBEMS advises candidates to examine whether a bond applies when reviewing the seat matrix, the list of seats offered in each round.
Employed doctors must arrange release from service
Candidates working in government departments, Railways, public sector undertakings or other government organisations must secure the necessary No Objection Certificate and relieving documents. The instructions also cover candidates bound by service obligations.
A No Objection Certificate records the employer's permission, while relieving documents confirm release from the existing post. Doctors who need these papers should coordinate with their employer early enough to meet the admission schedule.
Where extra time is needed to obtain release, an eligible candidate may request an extension from NBEMS after reporting to the allotted institution and completing the prescribed formalities. Approval is not automatic. An extension may be granted for up to 90 days from the date of seat allotment, subject to NBEMS conditions.
The starting point matters: the possible 90 days are counted from allotment, rather than from the date of the request. Candidates must still complete the initial reporting steps required to seek that consideration.
Other 2026 changes affect eligibility and access
MCC's 2026 changes extend beyond NBEMS fee collection. Document submission and verification for the Non-Resident Indian (NRI) quota have moved online. Candidates using that route must complete the relevant online process as well as the admission requirements for their allotted seat.
The number of medical assessment boards for Persons with Benchmark Disabilities (PwBD) has increased from 16 to 65, with appellate boards also provided. That is 49 additional assessment boards, bringing the total to just over four times the earlier number. Appellate boards provide a route for review of an assessment under the applicable procedure.
The internship completion cutoff has moved from July 31 to September 30, 2026, giving candidates two additional calendar months to complete that requirement. This is an eligibility date and is separate from the October and November reporting dates.
Counselling support includes a 24-hour help desk and the email address [email protected]. Candidates should direct counselling questions to MCC and contact their allotted institution about local reporting arrangements, document checks and admission processing.
The dates and checks candidates need next
The immediate sequence runs from the October 24 allotment to the November 2 reporting deadline. Candidates should monitor MCC notices for any revisions and follow the schedule applicable to their choice and counselling round.
- July 31, 2026: Previous internship completion cutoff.
- September 30, 2026: Revised internship completion cutoff.
- October 24, 2026: Final Round 1 allotment released and NBEMS joining advisory issued.
- October 26 to November 2, 2026: Round 1 reporting and joining window.
- After all MCC counselling rounds: OPJR activation is to be announced separately.
Before reporting, candidates should confirm their institution, course, category, chosen Freeze or Float option, required originals and any service bond. Employed candidates should also check their release paperwork. After reporting, they should confirm that the hospital has completed the required Intra-MCC update.
MCC controls the counselling schedule, while hospitals handle verification and joining at the institution. Keeping track of both responsibilities is essential to completing admission within the allotted window.
