Vaishali Superintendent of Police Shubhank Mishra confirmed that 13 bodies had been recovered. District Magistrate Varsha Singh also reported 13 bodies recovered and said the search would continue through the night, with the State Disaster Response Force (SDRF) and local divers at the scene.
The figures were still developing. An earlier statement from the district magistrate put the death toll at 11, while Raghopur legislator Tejashwi Yadav separately reported a preliminary count of 14 bodies recovered. His account also gave a higher estimate of the number aboard. Those differences leave the final passenger count and death toll unresolved.
A journey linked to a village feast
The boat capsized within Raghopur police station limits. Residents described a gathering at the home of Singheshwar Rai near Mata Maharani Sthan in Bhagatan Tola, in Rampur Shyamchand panchayat. The passengers were mainly children and young men from the village.
Accounts differ on which part of the journey the passengers were making. Police and district accounts described them as travelling to attend the feast. Yadav, the Raghopur MLA and leader of the opposition in the Bihar Assembly, said they had gone to eat and were returning when the boat overturned.
Estimates of the number aboard also vary. Some accounts put the number at 15 to 20, while local residents described around 20 passengers. Yadav said around 30 people were reportedly aboard. No confirmed passenger list has been announced, so none of those estimates can yet serve as a definitive count.
How the casualty figures developed
The rescue operation produced successive casualty updates rather than a single settled total. Mishra initially confirmed five bodies recovered and estimated that four to five people were missing. He later reported 13 deaths, seven people undergoing treatment and three to four still unaccounted for.
Explaining the later police count, Superintendent of Police Shubhank Mishra said:
Thirteen people have died and their bodies have been fished out. Three to four are still missing, and seven rescued people are undergoing treatment.
The main reported developments were:
- Tuesday, October 13, around 8.30pm: The boat capsized in the Ganga, and residents began rescuing passengers.
- Initial police update: Five bodies had been recovered, with an estimated four to five people missing.
- Early district update: The district magistrate reported 11 deaths and said most victims were minors.
- Subsequent police and district updates: Officials reported 13 bodies recovered and seven rescued people receiving or being referred for treatment.
- Separate preliminary update: Yadav reported 14 bodies recovered, six people referred to hospital and three people safe.
- Following day: Yadav said he planned to reach Patna and then visit Raghopur.
The different updates should not be added together. They describe the same accident, and it is not established whether the hospital and survivor figures refer to overlapping groups. Yadav's figure of 14 also has not been reconciled with the police and district count of 13.
Residents began rescue efforts before teams arrived
Local residents rushed to the river after learning of the accident and pulled several passengers from the water. Those rescued were taken to the primary health centre at Raghopur Fatehpur. Police and administrative officials reached the scene after being alerted.
An SDRF team and local divers then joined the search. The SDRF is a state emergency response force whose personnel undertake rescue work during disasters. Its presence was confirmed, while the deployment of additional teams remained a separate request.
District Magistrate Varsha Singh described the continuing operation:
"The rescue operation will continue throughout the night. The SDRF team and local divers are also on site. So far, 13 dead bodies have been recovered," she said.
Yadav said he had spoken with the district magistrate and the principal secretary of Bihar's Disaster Management Department and sought as many rescue teams as possible, including personnel from the National Disaster Response Force (NDRF). The NDRF is the national disaster response service. His request does not establish that its personnel had arrived at the scene.
Victim names and ages still require reconciliation
The police account named nine of the deceased, all residents of Rampur Shyamchand village. They included Pinky Kumari, 13, daughter of Doman Rai; Ankita Kumari, six, and Sunita Kumari, daughters of Raj Kishore Rai; Aryan Kumar, son of Girdhari Rai; and Naman Kumar, 10, son of Mukesh Rai.
It also named Alisha Kumari, 18, and Siki Kumari, daughters of Suresh Rai; Bhonu Kumari, daughter of Rampravesh Rai; and Meera Kumari, daughter of Lalu Rai. Police said the identities of the remaining deceased had yet to be confirmed at that stage.
A separate reported list named 13 victims: Meera Kumari, Nishu Kumari, Anisha Kumari, Sunita Kumari, Aryan Kumar, Mohan Kumar, Amrita Kumari, Ankita Kumari, Pinky Kumari, Naman Kumar, Siki Kumari, Bhonu Kumari and Sonam Kumari. That list includes five names absent from the police account and does not include Alisha Kumari.
There is also an age discrepancy. Singh said all children aboard were 15 or younger, while the police account listed Alisha as 18. Several reports described all 13 deceased as children, but the conflicting age and identity details mean that description is not fully established. A reconciled official list is needed before the additional names or ages can be treated as confirmed.
Seven rescued people referred for hospital care
Singh said seven rescued people had been referred to Nalanda Medical College and Hospital (NMCH) in Patna. Other accounts described some survivors being sent to Patna for better treatment after receiving initial care locally. Mishra's update said seven rescued people were undergoing treatment.
Yadav's preliminary account instead referred to six people sent to hospital and three people safe. There is no confirmed explanation for the difference between six hospital referrals and seven people receiving treatment. Nor is it clear whether the three people described as safe were separate from all those receiving medical care.
No detailed medical update established the injuries, condition or prognosis of individual survivors. When Singh visited the local hospital, residents shouted slogans against the district administration. Their protest was reported, but no specific allegation about the emergency response or official reply was established.
State and central assistance announced
Bihar Chief Minister Samrat Choudhary announced Rs 4 lakh, equivalent to Rs 400,000, for the family of each person who died. He also directed the administration to speed up rescue and relief work and ensure treatment for the injured.
Prime Minister Narendra Modi separately announced Rs 2 lakh, or Rs 200,000, from the Prime Minister's National Relief Fund (PMNRF) for each deceased person's next of kin, and Rs 50,000 for each injured person. This assistance is described as ex gratia, meaning a relief payment rather than a determination of legal liability for the accident.
In a statement shared by the Prime Minister's Office, Modi expressed condolences and said the local administration was assisting those affected:
"The loss of lives in the boat capsizing incident in Vaishali, Bihar, is deeply painful. My thoughts are with the bereaved families in this difficult time. I pray for the speedy recovery of all those injured. The local administration is assisting those affected," the statement read.
The two announcements amount to Rs 6 lakh, or Rs 600,000, per deceased person's family if both payments are made. The state component is twice the central component. No payment schedule, application process or confirmation of disbursement was announced in the reported statements.
Political leaders seek assistance and a visit
Yadav said he was in Delhi for an INDIA bloc meeting and planned to visit affected families after reaching Patna the next day. He said party workers were being sent to the accident site to assess the situation and provide assistance. His visit was a stated plan, not a confirmed completed visit.
Union Minister Chirag Paswan, the MP for Hajipur, expressed condolences and said local authorities had been directed to provide immediate relief, medical care and assistance to bereaved families. BJP President Nitin Nabin also expressed grief over the deaths. Their statements focused on supporting families and survivors, rather than establishing the cause of the capsizing.
The cause remains unresolved. One account described the small boat becoming unbalanced, but no announced investigation finding established why it overturned. The boat's permitted capacity, actual passenger load and use of life jackets have not been confirmed. Conflicting passenger estimates alone are not enough to establish overloading.
The immediate unresolved issues are the search for missing passengers, a final casualty and identity list, and the condition of those receiving treatment. No date for an investigation report or further formal casualty update has been announced.
